40 hp Mercury outboard question?

Okay, I recently bought a 16 foot aluminum boat with a 40 hp outboard mercury (engine is a late 70 early 80s model). Everything is fine except the engine performance is pathetic. I know how fast a 40 hp engine can go, and this can only probably to 20 kmh at the most at full speed. I'm not very experienced with boats, but how could something that would prevent an engine to show that the actual results? I was thinking of taking it to get it checked, but I thought I would check first to see if it actually a problem.

Rebuilt the carbs. They are probably sealed. I would not run until you burn out the cylinder.
